    I ordered the TI 84 ce. I figured, since it was through Paypal I have some level of protection. A couple days, no shipment. I contacted seller through the site. No answer but got a Paypal shipment email. Company is out of China, yet my tracking number is originating out of Albany NY (I'm in CT, about 2.5 hours away).

    On "out for delivery day", my Post man showed up at 12:30 PM as usual. Tracking showed delivery at 3:00 PM. I was notified at 3:05 PM and my son checked the box at 3:10PM. Nothing in it. Tracking shows delivered in mailbox in my zip code (but no specific address). I filed case with PyPal. Case was closed in the sellers favor because they sent valid tracking information. Paypal chat says that if I want to reopen the case I need proof from the Post Office. Man, I love our local Post Office people! The detailed tracking information showed that a 1 ounce first class letter was sent from 15567 Western Ave, Albany NY 12203 and was delivered to an address on the opposite side of town.       Sent paypal the USPS data for a 1ounce letter, was told not enough information to do anything with?!?!?!?
      Still disputing with Paypal…… Keep me in the loop.

    We had same experience. Ordered a vacuum from Website preenonline.com. I went to post master and he gave me address of were tracking number said package was delivered, I knew it was a scam by know but wanted proof a vacuum was not delivered. Fortunately I caught the person home and they hadn't checked their mail in weeks and I got the package and label which was an envelope with just the backside of the shipping label. Unfortunately I've disputed with bank because we used credit card (we canceled the card) but bank closed dispute saying charge was legit and that we need to contact seller.     The same experience here. The same address was used. I lost money and Pay Pal closed dispute in 24 hrs. Spoke with PayPal representative and she was so polite and I told that I was scammed by Chinese and my concern is does PayPal send my money without responsibility and checking to whom they send money??? What the point use PayPal??? Maybe PayPal need investigate who scam us and why they easily send money from our accounts without any responsibility ???

    I have experienced the same exact scam as the above users, and mine too originated from 15567 Western Ave, Albany NY 12203. I landed on the fraudulent website through a google shopping search. It did have hallmarks of a dubious website but I made the purchase of my liberty garden hose reel because it was < 1/3rd the regular price and I bought through paypal, so felt I had some protection.

    This merchant appears to be an elaborate fraud. I have yet to receive the products I ordered. What I did receive was a tracking number to a package that was destined for my city, but which was addressed to a different person, at a different address, in another part of the city, for an envelope sized package. My purchase was a large box, not an envelope. I was fortunate to have enabled tracking notifications the moment I received notice of a tracking number from the seller.     I want to clarify that even though the shipping origination point of the fake tracking number I was given was the same as the other posters on this thread, the website in my instance was altogether different. I actually landed on the website lovewart.com after doing a simple google shopping search for the item "liberty garden navigator red hose reel".

    I received an envelope today from this 15567 Western Ave. in Albany, NY 12203 today 12-5-19. I pulled the envelope out of the mailbox and as you would normally do I started feeling of the envelope to see if I could figure out what it contained. The envelope was as flat as the day it was made.

    I did open the envelope only to find a very thin piece of white paper that had been folded in half and on the inside of the folded paper there was a strip of plastic about 7" long that kind of looked like a piece of tape but there was no sticky on in. The strip is clear but it appears to have kind of scratch lines on it. I have been on hold to the post office for 40 minutes so far wanting to find out where this came from.

    WOW, I finally got someone on the phone at the post office. After 4 different agents and a total of 1 hr 25 min time, I found out that this company sent out over 1500 of these packages on the same day. I will be turning the envelope over to the post office in the morning. They will probably toss it in the trash.

    Same story. Received 2 small thin packages with a piece of folded white paper and clear strip. Have ordered from eBay recently . Books. Too early to tell whether they will arrive. Would be an easy scam as they were cheap. Tracking numbers are different. Suspect I’ve been ripped off by someone. Also the tiniest bit concerned that they’re sending anthrax through the mail. Have watched to many sci-fi movies.

    as a follow up to my post above, after receiving the envelope, I messaged the seller of the item I recently ordered on ebay, inquiring about whether it was sent out yet, this morning I received a notice that the order was cancelled and I would receive a refund, no refund as of yet on my card....

Today I received the same envelope with the transparent film tape ..from the adress above like all you say , I NOTICED AND IM CONCERNED ABOUT THIS LITTLE FILM , LOOKS WEIRD AND HAVE A MAGNET LOOK LIKE ..IT DOES STICK TO SKIN AND IT DOENT HAVE GLUE ... so please let me know if yours are the same .. Im scary about any bad guy with bad intentions... I do a lot of ebay purchases , but this one not.

    I just received the same thin plastic envelope containing the same piece of little film and a small folded paper. I do order most things online but through reputable companies through Esty and the like. Since I have made several purchases, being close to Christmas but nothing from 15567 Western Ave. in Albany, NY 12203. I'll just have to wait and see if I just randomly received this like some of the others have said. Strange and worrying.

    I got one today also. The paper is the backing from the shipping label and the plastic strip is from the seal of the envelope. These days its hard not to immediately think the worst (I too thought ANTHRAX for a second) but I'm pretty sure its just a scam. I've started an investigation with USPS.

      Arkansas as well . received a text on my phone USPS my package was delivered. across town a family received a envelope addressed to them from 15567 western ave Albany New York..12203 with my tracking number on it. with only a piece of paper in it. Postal inspector contacted and received the info on where the envelope went.

    I received the same package with a piece of wax paper and the strip of tape? I only touched the paper and put it back in the envelope and washed my hands immediately. It's a bit scary that this person has my full name and address.
    I've been ordering a lot on Amazon, but when I looked at my orders, I'm not seeing the tracking number that was on the package. I guess I'll wait and see what orders I don't get in.

    Me too. This is probably a scam, but I don't have any orders coming in from Albany. Wax paper, strip of plastic. It was nice looking at the Google Map of my alma mater though, SUNY Albany. I used to live one block away from this scammer on Western Avenue.

    I too received a flat USPS envelope today. Did not order anything this small. Had baby blue piece of folded paper and a clear strip about 7" long. went to post office to find out what this was. She had never come across anything like this. Said it looks like a scam and to hold on to it and than call Post Master General or go to PD. Yes, I too thought of white powder. ICK

    Received 3 envelopes today with contents as described above. Valid usps tracking number on outside and inside the back of the mailing label and the backing to the envelope tape.

    Someone stopped by our office to ask us to check our package for an item he ordered...said he was given tracking info from the usps.

    This appears to be a scam so when the buyer tries to dispute the charges there is valid delivery info.

    Don't feel rained on it's happening all over the United States. I got hit for 64.00 by the same group. What an idiot I am to believe that someone is selling the product I need for a 1/3rd the cost. They utilize a website that is legit. I truly don't understand how PAYPAL can set up an account with them for payment. Here is what turns this into a federal issue. They are manipulating the USPS delivery system. The tracking number will be issued to your address , but when it arrives it is delivered to another address. Time our government investigates. Have you ever noticed that the website you ordered from doesn't exist a few days after the order was placed.

    I just recieved the same thing. I looked up the address and here I am with all of you lovely people who had the same thing happen. All of my Amazon deliveries have been accounted for. I have almost all of my ebay deliveries and the ones that I have outstanding from China all have positive feedback. I have not ordered anything else that I am expecting. I am trying to figure out if a family member sent something to me from a shady site.

    I received the exact package everyone else did. Same contents. I'm in Ohio. I ordered from Walmart, Target and Blessed Wear Thanksgiving weekend. Have any of you had similar purchases? I've received the Walmart & Target and am tracking the Blessed Wear shipment from China. Very strange.

    its simply a scam— someone in your town (if not you) ordered a product from a fraudulent website. In my case it was a man 4 miles away who ordered a food processor. He never received his item, went to our local posts office to track item, and my address came up. Post office said they can’t do anything about it. He took it upon himself to come over and leave a note with his number. I called him back to let him know I had not received his package and he said the more he dug, he learned that whatever was sent was a package under one ounce.     Raleigh, NC - I just received one of these today also! So bizarre! I sell on ebay but I haven't ordered anything on ebay recently. Just Amazon. Address it came from was 10050PA, 15567 Western Ave. Albany, NY 12203 - little thin piece of plastic strip and a piece of paper folded in half. I don't get it, they are paying money to ship these to people for what reason?

    It happened to me all so on a york rake in September. I filed a complaint with PayPal. Got bull shit. Filed a police report. Tracked this address 15567 Western Ave Albany NY. It don't exist. Found this site today so I called PayPal and asked them why they haven't stopped dealing with this address because this fraud been going on for over 6 months with complaints. They say they will look into it. They know what accounts they pay. They have the power to go after the accounts and won't. Time to file a joint lawsuit against PayPal. Anyone with me

    Next time anyone get one of these Tracking number scams, go to your local post office and ask for a supervisor and ask him for a Product Tracking & Reporting Paper on your tracking number. Theres alot of information on that report that you dont get with looking up your tracking number on the internet (ALOT MORE INFO). it also shows how the scam is pulled off changing the destination address . also the post office has a digital picture of the piece of mail with tracking number attached, they also have the weight of it too. With this Report Paypal will freeze their account and youll get your refund... Hope this helps everyone.

    I fell for the fraud too. We ordered an RC car for my son. Package was delivered to a neighbor and it was simply an evalope. I will take screen shots of all of these comments and open up a report with PayPal. I already did a report with the post office. Hope everyone gets their money back and these scammers get what’s coming to them.

    I'm in TX and this happened to me today. I called UPSP and they said someone made a claim against the same tracking number yesterday in another state. My package contained the backing from a shipping label, just like everyone else. It's a scam. I just wonder how the seller is getting our name and mailing address? Perhaps an Amazon hack? I only use Amazon, Walmart or Target. Amazon is the only one that I feel like has random sellers.

    Same here, I am in Denver, CO. I've got two envelopes. Same address, same little thin piece of plastic strip and a piece of paper. Agreed to all - definitely strange, definitely scam. My problem is - I ordered a lot from eBay last month, and will have tough time to realize if I've lost some items or received this just like someone else who haven't ordered anything. I tracked both packages, like one of us (see above) - Both labels created very early morning - 1:57 am and 3:52 am. Is it not weird? Or USPS is able to create labels after hours?     Ordered a welding tank from Larry Cloth for a too good to be true price. Paypal sent over tracking info to me but it never was delivered when it was showing that it was. I then called USPS local and they sent me over the info that the fake delivery was sent to a different address. So its obvious that some Chinese entity had access to various compromised web pages. They also have someone on the ground in Albany NY that is making and dropping fictitious envelopes for tracking purposes to fool paypal. What needs to happen is the drop carrier needs to check security for the person on the ground in Albany NY.     I forgot to add that I googled the address on the letter and that's how I came across this thread. I did not make a purchase at this Shoponar site, but someone else probably did and they are using my delivery address as proof of delivery for the item that they ordered and that they'll never receive. The unfortunate thing about all this is that the scammers are doing things the right way, so even if you dispute it, there's a delivery confirmation and paypal usually goes by that and decides on the buyer's favor. You can always reopen case but it just delays everything.

    For those of you who have been scammed, just a few tips:

    I never order from these "too good to be true" sites or weird looking web addresses, and always make sure to use AMEX, as they are really good with disputes or any major credit card, that way your debit card and financial info is not compromised. Also, it's better to use apps like ali express or dhgate, where the sellers don't get paid until you confirm that you have received item and products is as described. They have no choice but to send you what you ordered lol... Read more

    My husband received two of these. I think it's interesting that the envelopes are less than 1/4-inch thick, which is the thickness required for tracked shipping by USPS.

    The paper inside is the backing to the shipping label on the front. The strip is the tape that covers the adhesive strip on the package. One site suggests it’s a means for smaller or less reputable companies to boost their credibility by having more successfully delivered packages to their name. As far as we can tell we are not missing any ordered items. Same address out of Albany NY as other posters.

    I have had a similar experience, but now I have received a second envelope. It is from the same address in Albany, NY--empty envelope with a slip of paper. I reconciled my PayPal to my EBay purchases and do not see any discrepancies. I guess I will contact the local USPS tomorrow.

    Well it looks like I am a victim of the same scam!!!! I got one yesterday and today!!! I called the police last night, after contacting the Albany police dept and they told me that the address was fake and that I should call my local police. Then I get another one today and I must say, I freaked out. I couldn't figure out what was going on and it was scaring me. But then I found this site and I feel a whole lot better it is just another stupid scam. All my purchases were on Ebay and I pd w/ paypal, so I'm protected. I

    The fact that I recently moved on December 6 and the scammer used my nickname with my last name and NEW address may shed some light on where the scammer is getting our addresses. The envelope is the first and only piece of mail that I received at the new address that was not forwarded from my old address. The only accounts to which added my new shipping address to were Amazon and PayPal. Only PayPal has my nickname anywhere on the account, so it is nearly certain that is the source of the scammer’s address data.

    A member of our household received the same type of package today from 15567 Western Ave. Albany NewYork. A thin gray plastic envelope with a crumpled up piece of waxy paper in it and nothing else. Very concerned and scared.

    A few months ago I got two envelopes on the same day (99% sure same address) with 2 of the same costume rings in them. Then I got another "empty" envelope last week, and another today. I have Amazon, PP, Ebay that this could be connected to. So it appears to be Amazon related.

    I ordered Hardrive at cheap price. This is a total scam verified and confirmed by both my postal office and my credit card company. These folks are sending a blank envelope to a random BUT VALID address with your city, state, and zip code. Once it shows delivered, you now have to take up the dispute with the shipping company. Now leaving the scammer with your money. (WOW)- Because it shows delivered but it was delivered to some random address with your zip code. The scammer does not put a name on the package.     I just received a small FLAT EMPTY envelope with the backing of the address label and the strip that was over the self sealing strip on the envelope. Guess this means I don't get the T-shirt I ordered and paid $29.03 I paid through PAYPAL. I'll NEVER order anything else off Face Book again. Now to go to PayPal to see what I can do in an attempt to get something back.

    Had the same on Monday, PayPal now knows this is a bad shipping address and will resolve the claim. My claim was rejected yesterday because it was delivered, got a agent on the phone today and added a picture of the package I got from USPS and reference this site with 80 instances, reversed the transaction on the phone.

    I have now received two soft plastic "envelope" mailings each about 5 inches by 4 inches. One received around September and now one this week-December 14, 2019. Same thing as others mentioned above, small trash is on the inside, return address 15567 Western Ave Albany NY with a computer generated stamp/label on the outside.

    I posted earlier. Received a 3rd tiny package today. I agree with other posts I’ve read. I think my name and address is being used because I order a lot. I’m receiving these as proof that something was delivered that someone else ordered. That way there is proof SOMETHING was delivered. I can’t find anything I’m myself am missing. I am surprised this little scam has gotten this far and pissed of that they are using my address.

    Someone suggested to me that this strange package thing is the USPS just tracking the competency of the mail system....to see if there are any weak spots in the system, from beginning to final destination. The USPS (or a contractor) is mailing these to see if packages in general are getting lost in their mailing system or are moving at a proper speed (to identify bottlenecks) and getting properly tracked. (I am in Maryland).

      be careful, watch your bank account as that may have been their way to have a tracking number to account for a charge taken from your account.

    I received one of these first class envelopes with a piece of paper that you would think came off the back of a sticker and a silver shiny piece of paper in it. I'm not missing any of my online purchases. Why would these people just send random envelopes with nothing in them.

    I am back again....I just received my 2nd one of these packages. As of now EVERYTHING that I have ordered online has been received and I contacted family members to see if they got scammed while trying to send me anything. Nobody else has tried sending my anything. I am really confused.

    I just got one of these yesterday! Same same as everyone else. Also same that all my orders have been delivered so it's not me that's missing anything. This arrived at my business addressed to my name first then the business name My paypal shipping address only has the business name and the Amazon address has the business first then my name. For what it's worth I also have a Walmart account that has my address exactly as is printed on this label.

    This label was created with a commercial shipping account, why hasn't someone traced it back to the company who paid for the label? When in doubt follow the money.

    same thing here in GA, plastic mailer with trash in it ( wax paper and plastic). From address is 10050 pA 15567 Western Ave Albany NY 12203. I've not ordered anything from NY and have no record of the tracking number. I've checked all my online orders and none of them match up. USPS shows the label was created at 3AM on the dot. Someone is phishing our addresses.

    apparently there is a company that sells stuff. instead of shipping something someone buys, they ship these EMPTY ENVELOPES to people like me. So the guy that spends a hundred bucks doesnt get an item, but a tracking number that shows the item was delivered (but to me). and the buyer loses a dispute as a merchant just looks for delivery confirmation, which there is, but to the wrong person....and the wrong person gets an empty envelope....that is simply used to show an item was shipped and delivered. They either got my address from Amazon, Wish or ebay. Not sure. TOTAL SCAM

    I ordered some boots from Ariat outlet mall and I never got them however I had received the tracking information often and stating it was coming from China which it did not state on the site. I assumed these boots were slightly defective because some of the pictures showed what appeared to be defects on the sole. When the package stated it was delivered it was a pair of sock from Rome. The next week I got a package which you all speak of and I was very suspicious and opened it carefully. Then this week I got another. And I noticed it was all exactly the same as the previous one as I had taken a picture on my phone. So I googled and found this site here.

    Same thing for me bought a internet radio from a site that looked good was secure etc. It was from https://www.foxgarb.com/ on a side page I guess you would call it same address as you all are saying and delivered to a total different address. and PayPal keeps paying this person ?? They turned down my claim until I got info from the post office

Then a few days later a lady came to my door saying the post office said they delivered her package to me and it was a step ladder. I told her I never got a step ladder and I didn't put it together in my head it was related to the empty package.

    As of yesterday, 3 of these scam envelopes have been delivered to my home. The first 2 I threw in the trash, then today wrote on the the label RETURN TO SENDER... SCAM! I have the Ring doorbell and watched as my mail carrier closely inspected this envelope, scratched his head, then stuffed it into his bag. Doubtful a thing will be done about it. I will do this with any further envelopes I get. Perhaps USPS will look into it eventually.

He also claimed he saw pictures of the drop off at my house. Around that time, I received 4 small flat packages from 15567 Western Ave Albany, NY 12203 with my name on it. Package #1 has a piece of torn one page magazine, the other 3 packages has thin plastic strips and wax paper in it. This prompted me to report to the postal office. Postal office called and told me the tracking number with the 4 packages I received belonged to the old geezer. It is obvious he got scammed!     I am a victim of this scam. When yo buy something from an online website like Shoponar.com, it appears that they send out a First Class USPS letter weighing 1oz for $2-$3 to a (random but valid) address in your town from 15567 Western Ave, Albany NY 12203. They use this tracking number on your order in PayPal knowing that PayPal confirms delivery using only the destination Town, State, and Zip. When you contact PayPal, PayPal denies your claim that your package was not delivered, because the Shipper scammer has confirmed delivery of the one oz letter to your town, state, zip.     I too received 2 small packages with that address and nothing in them except wax paper and a clear plastic ribbon shape paper. I have also had 2 teenage boys come to my house multiple times looking for their packages. I have reported this to my local police and post office

    Ok, finished with PayPal, he is re-opening the case with "item not as described". if you file a case as "item not received" then the tracking will go sellers favor.

    We lost 50.00! Same exact scenario as all the others! Same NY address, bought item via PayPal, 1 ounce package delivered to another address in the city..... PayPal initially closed interest on behalf of the seller, but as of today reopened.

    Same thing here- I received the empty package Monday and this evening a gentleman stopped by to see if I had the two step-2 desks he ordered for his grandchildren. His mail person advised him they were delivered to my address and told him to check here for his package. I gave him what I received, and he confirmed it listed the tracking number he was provided. I advised him to file a claim with PayPal, but not to state that it wasn’t delivered. What a shame!!!!!!

    They charged me once for my purchase and have never arrived. Today another company that I have never heard of, charged me something that I have never bought. Managed to cancel the unauthorized charge from the credit card company.

    Have to be very very careful because their website looks 100% identical to the real McCoy and they even have customer services to answer your query.

    I am sorry to hear others have been scammed in a similar manner as myself. The only thing I can say is, I think I have some recourse where Paypal won't get away with allowing people to scam in this manner. Same MO as others, package never delivered. USPS finally got back to me with address, I have requested they look into Mail Fraud with their police. I also purchase with discover card, so I have also opened a dispute with them as well. the CC should hopefully possibly be more convincing when talking to Paypay, as I hope they deny payment to Paypal for this incident. will update as soon as I know more.

    Well it looks like my address is the one that is receiving small plastic shipping bag. I have received three in the last two months. I have the packages two I opened one I got today is still sealed.

    So what should I do. I went to my local post office and the woman in charge said it wasn't post office problem and I should contact the sender. I ask her how can I contact the sender when there is no name on the shipping label. she said send a letter to the addressed on the shipping labels. SMH.

    no help there.

    I got a package in the mail with the plastic wrappers just like described above. I don't remember ordering anything so it was probably someone else who got scammed. Like the above posters said they send the mail to a random but valid address near the person who is being scammed. I reported it to the usps with that link above anyway. So disgusting people do this.
